Rebecca Manning blazed the trail and set the standards for the delivery of special education instruction in an online environment. Taking on the role of Director of Special Education at the Pennsylvania Cyber Charter School in 2003, the personable "Becky" used her 30 years of special education experience in a traditional school setting to design and implement a successful program which has become a model for other cyber schools. A measure of her stature within this field is her service as a monitor of other schools' special education programs on behalf of the Pennsylvania Department of Education, Division of Special Education.

Manning's love of dance, music and theater, along with her administrative expertise, were invaluable in the creation of another charter school, the brick-and-mortar Lincoln Park Performing Arts Charter School. She has been the CEO of Lincoln Park since the 2006 inception of this highly successful public charter school. She and the principal warmly greet all 500 students each school day as they come in the door.

Her continuing service as Lincoln Park CEO is provided through a management arrangement with Avanti Management Group LLC. She has been a member of the Avanti executive team since its inception.

Prior to her role as CEO of Lincoln Park, Manning served five years as Director of Special Education for PA Cyber Charter School, one of the largest and most successful cyber schools nationwide. Manning taught special education for 27 years in the East Liverpool, Ohio, City School District, and served three years as its Supervisor of Special Education.

Manning holds a bachelor's degree in speech and special education from Kent State University and a master's from the University of Dayton with certification in secondary administration.
